Added setLocale in LoadOption

         LoadOptions loadOptions = new LoadOptions( LoadFileFormat.VDX ); 

        loadOptions.setLocale(Locale.US);

        Diagram diagram = new Diagram("test.vdx", loadOptions);

sets the Locale used for diagram at the time the file was loaded.
